The reason that Administrator mode works is that most "users" even though it may say you are admin the fact is you are not FULL admin.
There is a PRIMARY administrator account. called "Administrator".

Search for "enable administrator account" on Google for your flavour of windows.
If you know what you are doing to can also elevate your user account to FULL admin privileges too.
Beware that this does carry some risks for file deletion and other tasks and you can cause untold other issues if you are not careful and dont know what you are doing.
