please help with RTC clock programming

I am a little desperate about this. It is a water gage where I want to energize water, but for a very short time to avoid electrolysis and corrosion of the contacts in water. I just want my blue LED to flash as long as water is missing in my water bucket, in which I have 2 wire ends to energize the water. I skipped the setup section and only kept the essential portion.
