I'm doing a project about pneumatic compression garment device.
There have 4 cuff that will fill with air after the pump is on.
When the pump is on, I want make the first cuff fill with the air.After that,
the 2nd cuff will fill,3rd cuff and lastly 4th cuff.
What components should I use to make the first cuff fill with air while the others
not.

4 separate pumps? You control the order in which they get turned.
Or one pump and 4 solenoid valves you control to inflate as you desire (I would think that in most cases, it is easier/cheaper to get 4 valves than 4 pumps). Either way, you need to have 4 separate things you can control to control the inflation - you may also need to monitor the pressure as it inflates or is that limited by the air supply?

what type of solenoid valve should I use for my project?
2/2 way normally closed
or
3/2 way normally closed
It's simpler to use 2/2 way but if all you had was 3/2 way, then that could work too.
