In my system, the Portenta is being registered as a USB Composite Device instead of the Portenta H7 as indicated in the getting started tutorial. This is the one indication as to why the Ardunio CLI does not recognize the board (See Attached Screen Shots)
Windows 10 does see the device as a USB device Envie H7 and Envie H7 Bootloader, the board can be downloaded by using com4 (In my case)

the post_install bat can be called to reinstall the driver which appears to work but if you specifically point at the portentah7.inf using the “I have a disk” feature there is a failure (See Screen Shot) this indicates that there is somthing missing… not sure
