Im from country uses (220 volt , 50 Hz) and I bought a device from another country works at (110 volt, 60Hz), I want to use this device in my county, does it work if I connect it with an external resistor in series (just to absorb the extra voltage), if no then what should I do?
No you should not use a resistor like that.
There are power converters for this purpose.
Try a Google or eBay search for '220v 110v adapter'
Its possible your 110v 60Hz device wont run on 50Hz, the converters normally only convert voltage.
What Arduino does your 'device' use ?
I didn't use Arduino with this device, I'm just posting here to benefit from your experiences

get a converter. it is not expensive. but do not use resistors
