Is there a way to hook up my arduino to a wall outlet so that it is constantly turned on? If so, then is there anything I need to buy? Please answer if you are able to.

What exact Arduino board?

If the Arduino is a 5V board (Uno, Nano,Mega) a cell phone charger that outputs a well regulated 5V connected to the 5V pin will power your Arduino. I buy cell phone chargers at my local thrift store for about $1.50, or less, each.

I have plenty of chargers from old phones that used USB. They will run an Arduino.
