Power to arduino uno

i have a 10 led program ( LED_Pattuns.info) it works fine when the Arduino Uno is hooked up to the computer, however when I disconnect from the computer and hook up to the 9 volt battery to the UNO it does not work correctly. Lights are dim and the patterns are not working. I also had this issue with another project

The 9V battery does not provide enough power for your project. There is nothing you can do about that, except change battery type, or change your project's power demand.

Have you got a resistor in series with each LED you have?
If so what value is it?
If not why not?
