So which one is it? Specs say 20V max on pin 30.

You mean a vehicles power supply adapter, right ? Those are 12V i think ?
Why not?
The recommended voltage range for nano is 7V-12V, although 12V is not the best choice but it will work fine..

actually i meant from the vehicles harness.. 14.4v while running and with possible transients..
I have a tvs (i think 15V IIRC) but was more concerned about the onboard regulator. I read that Arduino comes with a very basic cheap linear regulator. It dumps the extra voltage off as heat. 12v to 5V is a lot

Direct from the harness? Not a good idea. You need some sort of filter before it reaches the Arduino.
Modern cars will have this filter built-in somewhere (for the engine management unit, dashboard electronics, etc.)
i would use a phone/usb charger off the cig socket and drop voltage from there as needed
I would buy a power supply that will control your voltage and eliminate the noise and spikes from your charging circuit.

these can be found with fixed outputs or adjustable output.
since you can live with 9 volts into your duino, dropping from 12 to 15 will be easy.
what is scarry is that they can sell these for about $1 each when you buy 5 or 10 and the inductor costs more than that !

Boards like that aren't designed to eliminate noise and spikes.
Maybe better to search for "12v car noise filter" on eBay (or something like that).
