hi I have a pro mini from: https://www.sparkfun.com/products/11113#comment-52f3156a757b7f650b8b4567 and I fried one of the c106 caps on the board. In what ways will this affect the performance of the chip?

Depends - did it short out when it fried? Did it go open circuit? If the voltage across the cap was high enough to fry it, it more than likely also fried the 150mA regulator and the '328P.

More likely something else.
Sometimes people use the term “short” when the situation warrants “open”.

If you remove the cap and the “short” goes away - then there you are.

well if I removed the cap how would the performance of my arduino be affected? And it defiantly shorted out I took a multimeter to it to test.

Not as much as if you leave it on.

Are you powering it thru the regulator? Then you need to replace the cap. Powering via wallwart, battery pack into VCC? Then you can get by without it.
