Problem in using L298

Hi everybody .. it's my first start using this forum and i hope to be one of his followers
I'm a beginner in control and i need some help in using the IC L298 ... i don't know why that happens on Proteus Program and if i use this IC as real that won't happen or not
when i connect the motor to the output of the ic i found that the applied voltage to the motor isn't as i except

What is the voltage you expect, and what is the voltage you see? How do you measure this?

the supply voltage is 38 v so i expect 38 o/p voltage
but it's 21 v only >> i measured on Proteus digital voltmeter
