That is simply a very long binary number in hexadecimal format. Look up what hex means. The 0x bit at the start means what follows is a hex number.

The lack of comers between multiple values on the same line make me think that this is not C code.

No, it isn't. Have a look just above that sequence of lines on the page you linked to. It says

That means that it is the output of the sketch called "GettingStarted".

You need to download his library and place it into your Arduino\libraries folder, then include it. In the RF24 library folder, you will also find an examples directory, with the GettingStarted folder and in that, the GettingStarted.pde sketch.
