Problem uploading sketch to Arduino Uno

I get this message when trying to upload a sketch using my Windows 7 Lenovo Thinkpad : avrdude: stk500_recv(): programmer is not responding. I have researched this to death and can't get it to upload. Here is what I have done:

  1. Uninstalled and reinstalled IDE
  2. Checked & confirmed COM port setting in Device manager
  3. Removed other devices from USB ports i.e wireless mouse before plugging arduino cable in
  4. Selected Arduino port from Tools/ports selection
  5. Plugged in a second Uno that is currently successfully running the skecth.

Here is the error detail, if anyone can help I would appreciate it.

This report would have more information with
"Show verbose output during compilation"
option enabled in File -> Preferences.

Is the atmega328p chip newly installed? You might need to burn the uno bootloader first before you can upload sketch.
