You have not provided much information from which to help you.

For example,

  • what program are you referring to?
  • What do you mean by "program loads"?
  • What PC operating system are you using and
  • what program are you using on the PC to communicate with the CNC3018

and if you can think of other info that could help us to help you please also include that.

I have a CNC1610 which worked first time out of the box. And I have a CNC3018 (not the PRO version) which I have not yet tried.

As Robin says ... We don't have nearly enough information to really help at the moment.

Also if you are scrounging G-Code from the internet some may be LASER only so a Z move will not be part of that.

There are also a lot of variations in G-Code formats.
Some will work right away and others will need modifications.
There are also some G-Code simulators around that will accept the G-Code and show you the machine moves.

Best if it is MACH 2 or 3 format as I have never had any issues using or creating that.

Last but not least with the chinese machines is to check the stepper motor cables are wired up correctly.
That can pretty much disable a drive and it is not uncommon to find poor attention to detail in those cables.
Simply compare the wire colours at each end with a known good cable.

My last batch of 5 saw me swap wires over in 2 of them. Fortunately they are easy to do by slightly lifting the retaining flap and withdraw the wire and do the same for the other wire. re-insert them and make sure the flap is back in the lock position by gently tugging on the wire to make sure it is held firm.
