problems with Motors and values

Hello
I have a Big problem that need to be fixed for tomorrow
I have to 2 motors for a robot, and 1 can't run with a value under 130 while the other can !
So what Can i do to set a lower value so that it run slower ?
My motors are supplied with an H bridge..

A bit like "How to use this forum - please read" at the top of every forum? Even saying please doesn't seem to be enough for people.

We need the code you're using, details of the components (motors/driver etc), how they are connected together and what is powering it all. One useful bit of information might exactly how much below 130 will the other motor go before it too stops? Oh and exactly what sort of 'value' is 130 anyway? The code would probably have told us that.
