Problems with using usb to tty

I know this is asked a lot, but I have been fighting this problem for weeks and not sure what else to do. I bought a cp2102 and can not get it to communicate with my breadboard arduino. I always get the error avrdude: stk500_recv(): programmer is not responding. I have tried switching pins 2 and 3 with no help, I do have the dtr pin with capacitor. After fighting with it for a week, I ordered a PL2303 to try it, it does the same thing. I have a Mac, but I have tried it on a pc also. I modified the Blink sketch to have a serial Println at each blink and uploaded it using the UNO, then hooked it to PL2303, you can see the little RX light on the programmer blink when it is receiving the command to print, but nothing shows up on serial monitor. I tried the loopback test using the serial monitor, looking at the module, you see the tx and rx blink as soon as you hit send, but nothing shows up in the serial monitor. This is my first forum post here, I have had a lot of my questions answered by previous posts and really appreciate how professional and nice everyone is on the forum. Thanks in advance.
