I didn't read the whole pdf. Is there some place one can go to get training on this device to safely operate it?
If operating a device always must requires experience operating that device, no one can operate it.
Who has experience operate the device, absolutely need be ignoring the rule first. 
That's a Catch 22 situation. Even the person who built the prototype must have broken that rule.
Or we can send all the Lawyers to Afghanistan.
Operating an ON button, is, unfortunately, way beyond my skill level. That's why I've bridged the ON button with a wire and now I just leave my coffee grinder on all the time. It gets annoying at night sometimes, but I'll happily sacrifice some sleep for safety and leave complex devices to trained experts who know what they are doing.

Ahh, so you've got the polarized plug jammed into the socket the wrong way around so it can't be inadvertently pulled out of the socket by the untrained.

Just use a GCFI, Ground Coffee Fault Interrupter.
I suspect you are looking at the result of some clerk/typist using cut and paste to create a document.

My dad had a licence for demolition explosives because he did demolition and you need a licence to use demolition explosives.
I asked him how you get a licence, he said you had to have experience using demolition explosives.
