I am trying to make my like blink using andruino ide file to send to my ATmega328P-PU circuit, but
I get this message instead.

Im using a USB to TTL component to link the device.

I don't have ISP programmer. But I just purchase one one amazon it will be here on Thursday.

If you have a spare Arduino board, you can turn it into an "Arduino as ISP":
If you're buying an ISP programmer, I highly recommend the 6 pin USBasp. This is the best of all the AVR ISP programmers by far. You can get them super cheap on eBay if you don't mind waiting for China shipping.
The 10 pin version is OK as long as you get the 10 to 6 pin adapter with it, but then it's more bulky than the 6 pin model and all the Arduino boards use the 6 pin ICSP header so the 10 pin cable is not terribly useful.
