is it possible to program an acces code to arduino?
what i mean is that if i wil reprogram arduino i have to input a code before i can reprogram it.
i need this as safety feature for my project.

But what security will it give?
If a person re-programs your Arduino your original code will be gone.

so no code is no (re)programming.
it is for a security system which needs programming option by adding cards or remove cards etc.
AFAIK you can set some of the internal fuze bits so that it is not possible to upload a new program. But that will apply to you as well as others.
I think you will just need to rely on restricting physical access to the device - a locked steel cabinet, for example.
