angle_servo=covert(); rotate(base_angle,1);

what are these codes used for?

Because I know nothing about covert, rotate, angle_servo and base_angle, it is hard to provide much detail. That may be a good thing.

angle_servo=covert();

calls the function covert and places its returned result into the variable angle_servo. There may be other effects but I cannot tell from here.

rotate(base_angle,1);

calls the function rotate with two parameters: base_angle and 1. If there is a result returned, it is thrown away. Presumably, the function rotate has other effects but I cannot tell what they are.

These are basic C/C++ concepts. If you have more questions, perhaps you should try reading about the language.
