As a side note, a high fuse value of 0xDE enables the on chip JTAG debugging hardware. That means port pins PC2/3/4/5 will not be usable as gpio. You only want that bit set for debugging unless the pins mentioned are unused. That may be a red herring but at this point worth a mention since we’ve not seen schematics.
