I suppose if that thread is used only to discuss paying someone to do it and this thread is used for helping OP do the project then it's not cross-posting but if so it would have been better if they explicitly stated that. Generally it would have been better to move the thread to the other section by clicking the "Report to moderator" link on the bottom of the post and then asking nicely for the moderator to move it.
