There are cheap wireless web cams you can buy off the shelf that do exactly that - no development and no Arduino needed. Many also give you the option of using a low light sensor and IR illumination, and some also have the option of a microphone and speaker. The one I use also provides motion sensing and sends me an email if it detects movement in the field of view. I think it cost about thirty quid.
