I don't know of your ability with the Arduino code which is much about whether you can do this but ----
if you are willing to learn then this goal may not be too far for you. It may be reached by more than one path as well.
Is this led an RGB (can be any color) led? If the bulb is clear it is made to project color, the bulb will not itself glow but can make "a light diffuser" glow. Diffuser can be silicone glue on the bulb or translucent material in front, one person cut ping-pong balls in half and illuminated from inside to make big glow dots from leds.
