Proximity, Photocell, Ultrasonic or remote Limit Switch?

I am looking for advice for a sensor.

Voltage 115V
Range 5ft to 20ft
Outdoor Use

1st, Looking for a sensor to wake and trigger light (1) on once vehicle motion is detected within range specified

2nd, once motion is detected sensor needs to trigger light (2) at specific point on vehicle passing by sensor. Speed of vehicle is less than 5mph.

Able to mount non powered reflectors, etc on vehicle

Guessing a general PIR will work for step one. Not Sure how or what type of Sensor would be correct to use for second trigger. A reflector would be ideal to mount to vehicle passing by but not sure what or if there is a sensor that can react to that.

Any help would be great!!

PIR should work - as long as the unspecified(!) vehicle is warm enough for the sensor to see.

2nd, once motion is detected sensor needs to trigger light (2) at specific point on vehicle passing by sensor. Speed of vehicle is less than 5mph.

Capacitive detection loops if vehicle contains enough steel or other conductive metal (like the ones used for traffic detection at traffic lights).
Or for more precise trigger point: break beam type of sensor (if vehicle is not too big and sensors can be placed at either side of the passageway), or ultrasonic range sensor (from the side: distance drops when vehicle passes in front of the sensor, works on just about any material).

I am looking for a trigger on an exact point on a vehicle when vehicle passes by?
