Right, an NPN "open collector" output, when OFF, the transistor is non conducting and "floating", you need a "pullup" to +V so the input pin sees a HIGH. When ON and conducting, the input pin is "pulled" to 0V potential, "LOW", so HIGH is OFF and LOW is ON.
