Push notification to phone using BLE

Hi! Does anyone knows how to send notification to mobile phone using BLE? i am currently using Nano 33 BLE sense board and wants to send notification through the built in BLE. I did found the arduinoBLE library, but not sure if it can be used to push. Ptification to phone
