Are you using an Arduino compatible board? Which PI?
You have code that needs help, or you don't have any code and you want someone to write it?
the topic of PI controller using arduino confuses me so at this rate i do not have any code for it as i do not understand it

This is a self help forum. People here will assist you in improving or debugging your code. Sometimes people will even post their own code. But if you have not written any at all, it becomes a job for which people would usually expect to be paid. There is a sub forum for that, you can request a moderator to move it there where you can post details and how much you are willing to pay.

When you say PI controller, do you mean Proportional/Integral or Raspberry Pi? It would help to know!

Normally it's called PID - D for differential. PI is ambiguous.

How will you measure rpm?
Get that going.
Put you motor on pwm control.
Then take example from your library and make motor controllable...
Starting with the library is not really possible if the other things are not ready to go.
