Any camera can take pictures underwater. The OV7670 is no exception. The OV7670 is NOT waterproof, though, so you will need to put it in a waterproof housing.

how about the pressure it could take or the quality of the video or photo?

pressure depends upon the waterproof casing's (that you supply) qualities and how you lense through the case. video quality depends upon the lensing as mentioned above, but for an OV7670, not much.....
Then again, if you are designing with the OV76xx, your project can't expect that much.

How deep do you want to go? 10 meters adds about 1bar. That camera can handle 1bar its all sturdy components and 1bar is not that much.

However water can get almost everywhere at 1bar is not properly sealed.

Qualtiy won't change. You will loose colour depending on what kind of water your camera is diving.
