If you want a digital photo frame, you buy one.
Look on eBay.
Personally, I have found them unreliable, so I prefer a microcomputer such as a Raspberry Pi, feeding a second-hand computer monitor.
Mind you, many current cheap TVs have the functionality built-in, reading from a flash drive.
