the first one is, i am trying to make a special layout for the components so i uploaded a .dwg which i made using a CAD software to eagle via script and i am trying to position the leds in that layout but the problem is that there is a snap turned on which can't let me position the component freely, so far my search led me to a conclusion that it can't be turned off so help please any solution to this ?

first picture in the attachment show the over all layout, and the second show the LEDs positioned on the circles representing them in the CAD so i need the LEDs to be in the middle of the circles

Go into View->Grid and alter the ALT snap grid to it's finest. This should be small enough increments for you as it reports as 3.125e-06 mm for me.
aha ! well i tried the 0.001 it seems nice that way but not the alternative because the alt key didn't work i don't know why, any idea ?
For that you will need to find the correct part number & manufacturers datasheet. From there you can check the included Eagle library's or hunt for and hopefully find someone else has already done an Eagle library part for it. If not then from the datasheet you will have enough info to make your own library part.

The picture show HS5611AH printed on the part and a google search finds this datasheet info so you have all the information needed to create a library part. As to how to create parts, do a google search and you will find several tutorials to show you in both written and video form.

what did you search for ? i mean what info did you take from the datasheet to be able to find it on google ? there is nothing helpful for that except for how to connect the part
