Have you tested the motor and other components with simple test programs? Can you make a block diagram showing how you are connecting this all together? Do you intend to have something that will supply power to the Arduino, to the motors, etc.

How will you detect high water level?
How will you detect that a boat is approaching?
You will probably need to detect when the bridge is up and when it is down.
A basic block diagram of how you would arrange the hardware would be good.

Is your 'geared motor' a kind of stepper motor? If not, that driver is not going to work.
