RC controller slection for Submarine

Hi,

I am currently involved in designing of a submarine and at the moment I am try to find a RC controller that could transmit my signals to the SUB underwater. My current testable depth is a max. of 1m. So far I have looked at 6ch 2.4 Ghz controllers but i am not sure if they would be able to communicate with the SUB.

Please could you suggest any possible controller that i could use for my SUB or what transmission frequencies should I use.

as normal submarines working underwater and it is quite difficult to send the rf commands to it. i suggest you to use a small thing (like baloon) and put the receiver antenna on it and let it swim on the water at the begining. after tests you can find a solution for communication.
