RC LAP Timer transopner and receiver to laptop software

need advice on a PCB i am wanting to make based on the lap tracker tk i would like to build this as the commercial ones are way out of my pocket

my knowledge is limited and basic but i am computer engineer and can pick this up quickly , where i fall over is programming language and writing code,

what i would like help with is to modify the arduino code so that when a rc car passes under a barrier that it triggers a buzzer and flash a bank of LED rapid flash 3 times

at a later add on would be nice to have a starting lights sequence

also i need help with the IR bank for light bar - need to wire together in a string of 20 ir led, not sure of the power requirements and the configuration but rate at 12volts max , controlled by a Arduino Nano V3.0, with usb linked to laptop and a com port

using the esp01s with nodemcu and lua scripts but there might be a better way with the code, suggestions welcome looking for a quick way of programming the transponders with a drivers name and a UID, once programmed that transponder can be kept and reused or name wiped and reset

also looking to build a mini router or AP using a esp, for up to 20 es01s transponders to connect to and AP point, port 65000 or the com port,

web access not required at this time i have experiment with 1 of these and got it to work to show up as a wifi

Do you make some choice on your project ? Take care about ESP01, they are not good in WirelessNetworking. That's can be important to know if you want single or multiple user, and how do you want to put the ID, on the track and every car count for himself, or a centralised version with every car have a transponder.
