Reading DVI data from graphics card and interface with arduino

I would like to know if it is possible to use a cheap dedicated PC graphics card to read DVI signals from a source and then use it to interface with a micro-controller (arduino) or other.

Or perhaps using some dedicated DVI processing circuit from a hdmi dvd player to interface with the arduino.
