yes, if you want to divide the voltage of the PWM signal. I think you have to be a bit more specific on what you want to do.

Depends on what you are trying to accomplish. Can you be a little more clear on that. A pot can be used to reduce the digital switching voltage output of a active PWM output signal. Say if you wanted to drive a 3.3vdc device that has a PWM input pin then a pot could be used to reduce an arduino's 5vdc PWM output, but that is usually done with a simple two resistor voltage divider rather then a pot.
