unlicensed option: WiFi. Collinear antenna on the drone, directional antenna on the ground. 5.8 ghz 802.11ac gives higher bandwidth with less range, but you can use smaller antennas to get more gain
the 2.4 ghz and 5.8 ghz bands can be used for direct broadcast of video; they are not restricted to Wifi. 5.8 ghz direct video gizmos:

That depends on which Arduino you're talking about!
The Giga, Portenta, etc could certainly manage it.
