Reed sensor

If I were to put a reed sensor in a carseat, would I be able to wire it with arduino boards and get it to work?

Yes no problem. A reed sensor is just a tiny switch operated by a magnet.

I'm actually struggling to see where the sensor and magnet will be fitted, in such a way that their proximity will reliably close the switch. I think this might be a case where the switch / magnet (or whatever other method) really needs to have been designed-in.

Also wondering about the need for a sensor in the seat, to detect a punter; doesn't make much sense to me to flag a seat belt as unplugged and annoy the cr@p out of everyone if there's no occupant.

A breadboard is nice for testing but by the time your project gets near your car you should have gotten to the point where the wiring is all fine and it's all soldered firmly on a piece of perfboard or protoboard or similar, so you can concentrate on the actual placement of the magnet and switch.

And indeed I'd put a sensor in the car seat to detect whether someone sits in it. An FSR comes to mind, but there surely are other options.
