Do you need to measure the concentration continuously in line with the process fluid plumbing? Expensive.

Ok, What would that sensor look like ?
A spectrum analysis device is for measuring color. A refractometer is for measuring the refractive index of a liquid. They are typically used to measure sugar or alcohol content in a solution.
The 'sensor' in a Brix Refractometer is usually a human eye and brain. I don't think there is any cheap way to get a human in good working condition.
How will you be interfacing the sensor?
And what do you define as low cost?
BTW, I use a simple hand held refractometer as mentioned by @johnwasser. It was only $15 or so, and it really quite easy to use.

I don't think they sell repair parts so if you wanted a part from one you probably have to buy the whole thing for $15,000.

You may have better luck asking in a forum for these types of devices.
These work pretty well. The sensor unit is separate from the internal PIC microprocessor, and can be removed.
The sensor itself a 3600+ element TCD1304 linear CCD detector, with integral total internal reflection prism, thermistor temperature detector and yellow LED illumination source.

That is exactly what is in one of the Milwaukee (or Hanna) refractometers. Ask the manufacturer, or buy the complete unit and take out the sensor assembly.
There is also small PCB that is required to interface with the CCD.
