Yes, as long as the current is large enough to measure with the sensor, but is below the top end of the measurement range for the sensor.

You do not apply 12V across the sensor, you put the sensor in series with a load (e.g. your rope lighting) that is running from 12V, or 240V, or any appropriate voltage. The ACS712 provides isolation up to 2.1KV between the input and output sides. The output side mist be powered from 5V.
