Relais monitor for tablet

Hello all,

I'm not sure how to call it, so I ask it here. (Google didn't help me at all)

I have a Android tablet installed on my car dashboard (I want it to built IN the dashboard in the near future).
The tablet is used for some basic functions: Torque (mainly), Waze navigation, TuneIn, etc. (all tethered by my mobile phone)

What do I want to use an Arduino for?
I want to monitor the power relais of the car, so if I power on the car, something (arduino?) triggers my tablet to power on the screen and vice versa (with a timeout).
That's not really too hard, because I already have that working by powering on the screen when I start the engine (and the charger starts working).

Now the next thing: I want the screen brightness to react to my headlight setting... when I turn on the lights, I want the tablet to change some settings: Change the theme from a white to a red theme (to match the car interior). I hope to do so by monitoring the power of my dashboard light relais(?)

Does anyone have any ideas on how to establish this and what I require to buy in order to build this.
