Hi,
If you now have the relay coils in the collector of their drive transistors, what is the collector voltage when the relays are ON and OFF?
What is the supply to the power input terminals, what voltage and AC or DC?
You also need to go back to the regulator data and look at what capacitors they suggest you put as close as possible to the regulator IC. You need at least one 0.1uF capacitor.
