If you now have the relay coils in the collector of their drive transistors, what is the collector voltage when the relays are ON and OFF?What is the supply to the power input terminals, what voltage and AC or DC?
You also need to go back to the regulator data and look at what capacitors they suggest you put as close as possible to the regulator IC. You need at least one 0.1uF capacitor.

I measured from collector to ground.
When the relay is OFF the collector have: 5.03V
When the relay is ON the collector have: 0.10v
I measured from input(lm7805) to ground.
When the relay is OFF the collector have: 14.05V
When the relay is ON the collector have: 13.05v
The AC voltage in the primary of transformer is: 122V
Towards capacitors used on the LM7805, i looked into the datasheet and it recommends 0.33uF on input and 0.1uF on output.
I am using 2200uF(i've tested less than this and was not enough to keep voltage stable) on input and 0.1uF on output.
