Sharing my progress so far 
I feel like this is the right first step. Trying to come up with how to do it following the KISS principal.
I'm leaning towards some sort of pin hole release system as then there is less weight on the motor. The door will then drop rapidly, making the bell clank around more.
Maybe for the pin drop style I will simply connect the bell to the loop chain.
There are tons of "candy dispenser" tutorials out there for the arduino. I plan to follow one of those for the regular treat dispenser for the treats she can have more of a day.
ESP8266 is the part I plan to use to make it wifi connecting.
