Just replicate the oscillator circuit with a 74HC04.

Pew446: ... So can I fix this? :P I am using a 14.7456MHz crystal.

You don't need an exact frequency or a crystal, almost anything that produces pulses will do.

Pew446: Is there a circuit I could construct or something to produce a square wave using the crystal I have? ... If there isn't a circuit to produce a square wave, would a fusebit doctor fix it?

Not needed.

Have you got another Arduino? Do this:

#define pin 8
void setup()
{
  pinMode(pin,OUTPUT);
  while (1) {
    digitalWrite(pin,LOW);
    digitalWrite(pin,HIGH);
  }
}

Connect the pin to your "dead" chip, it should spring to life.

If you haven't got another Arduino, connect up your hamster's wheel to a reed switch+magnet and get him to run as fast as possible.
