I am not sure what is going on but after installing 2.10 and the Help dialog window shows that version currently it reverts back to 2.04 after I close the IDE and reopen it.
Is the upgrade not storing the new version in the correct location?

Please provide a detailed description of how you open Arduino IDE.
Figured it out. The IDE program icon pinned to the Windows Taskbar was directed to the IDE 2.04 folder. When the updated software installed it automatically used the original Arduino IDE folder, which is where I used to have 1.8.19 installed IIRC. So the installer was not referencing the folder IDE 2.04 was created in.
Mystery solved....lol...
