Replacing potentiometer with Rotary Encoder

Morning All

I would like to ask if there is any device, that can multiturn like rotary encoder and have build in button but have analog output?

I have 10v line that is fixed at the moment, and I have to make it adjustable 0-10v. The problem is, that the 10v must return to the fixed position after power down or reset situation so mechanical switch is no good here (mitigating human error) and also i would like to have option on limiting the voltage to say 5v max rather than having full 10v spectrum.

Rotary encoder connected to Arduino; analog output (use PWM signal and RC filter to make it an analog voltage - limited to 5V of course but you can always amplify it to get to 10V).

That was the answer to the question - I ignored the rest of the information as I really don't understand what you're trying to do there.
