Replicate LPC ISP with Arduino

Hi, I'm in need of an LPC ISP to reprogram one of these reflow ovens. Most people seem to use this device, however I can't find any in stock on Amazon or eBay and I'll have to pay extra and wait a month for the next shipment.

I'd like to replicate this with an Arduino. Does an LPC ISP specifically need an ARM controller or can I use the standard mega? I'd love help with how to make this work.

I did see those, I just didn't know if they were the same thing, since many have many more output pins

The extra pins are often just more ground pins.
