A mistake, like a loose RESET connection, can lead to a short-circuit. Which is why most commercial AVR serial programmers include series resistors.
Some SPI-like devices do not change their output to high-impedance when reset which can cause a short-circuit. Which is why Atmel recommends series resistors on shared SPI lines.
