I'm new to the using Arduino. recently bought the Arduino Uno with other supplies. I've managed to set up everything. I'm trying to write programs to the chip in Assembly however I keep getting this message. Everything seems to work (the Arduino lights up, showing the power LED and pin 13). I can also run the blink program on the IDE and is works fine. I've been searching this problem but all the solutions do not seem to work.

That's doubtful. You are not "running" the program from the IDE. It has to be uploaded first. If other uploads are failing, so is the blink example.
Quick test, change the delay(1000) to delay(250). Hit Upload. If you don't see the flash rate change, then the program isn't getting uploaded.
Check the obvious things, different cable, proper drivers, correct port and board are selected. Then enable verbose output in preferences, copy/paste results here (with code tags.)
I'm sure the flash rate did the change. I don't have another cable atm but i'm sure the port is correct and also the board is correct (Arduino/Genuino Uno selected in the IDE). I'm trying to write assembly using notepad and cmd, this is where I get the error.

My original problem what not that the blink program wasn't working, it was that this error kept popping up when I was attempting to write my assembly program to the memory. I simply used the blink program to see if the uno was working and it did work.
However, since my last post, the blink program is no longer working and although the Uno states that it is on com7, it doesn't seem to work.
