and i have a reaserch about tracking tourists in Alahoar village
I should use the microcontroller ardiuno with gps ,gsm and active rfid tags with reader
My question..it is possiple to interface arduino with (active rfid reader) ?

Possibly. If you provide a link to the active RFID reader you are considering, it is likely that you'll get better answers.
Active RFID readers are quite expensive. Combined with GPS and GSM, you'll be giving tourists a quite expensive piece of hardware. Will tracking tourists be worth the cost of lost/damaged/stolen equipment?
